Mayor O’Connor Announces Five-Year Public Safety Funding Partnership with Highmark and UPMC

PITTSBURGH, PA — Mayor Corey O’Connor on Thursday announced a five-year funding partnership with Highmark and UPMC to support city public safety and emergency medical resources.

The city said the combined sustained commitment from Highmark and UPMC totals $55 million over five years. According to the announcement, both healthcare providers will make annual capital investments to the City of Pittsburgh during that period.

Highmark will invest $20 million total, or $4 million per year over five years, to support public safety bureaus that provide first-response emergency medical care. The city said the initial focus will be on Pittsburgh Bureau of Fire vehicles.

UPMC, after a $10 million donation for the EMS fleet in January, will add $25 million over five years for EMS vehicles and equipment. The city said UPMC’s total commitment is $35 million and that the funding will help the Bureau of EMS modernize capital resources to provide advanced life support.

Mayor O’Connor said the city has now confirmed more than $70 million in funding from local partners, including Highmark, UPMC, The Benter Foundation, Carnegie Mellon University, Heinz Endowments, Pennsylvania Laborers’ District Council, Pirates Charities, PNC, Richard King Mellon Foundation and the University of Pittsburgh.
